In Sweden, nicotine content is commonly between 1.5 and 16.5 milligrams per pouch.
Nicotine is not for children, and therefore the products should neither be colorful nor taste like candy, said Denmark's Minister of the Interior and Health Sophie Løhde (V) when the proposal was presented in the fall of 2024.
Since July 1, 2025, producers have been prohibited from manufacturing the now-banned products.

Belgium

Netherlands

Denmark

Norway (not a member of the EU)
White snus has been banned in Norway since it was introduced to the market in 2017. Bringing it in for personal use can lead to a fine.
Finland
Introduced a regulation on May 14, 2025, which means that white snus can only be sold with menthol and mint flavors. In February 2026, a maximum limit of 16.6 milligrams per serving was introduced.
Lithuania
Introduced a ban on sales in 2024. It is permitted to bring white snus for personal use.
Latvia
Has introduced a number of restrictions in recent years, including a maximum limit of 4 milligrams of nicotine per serving.
Luxembourg
The permitted nicotine content was limited in 2025 to 0.048 milligrams per serving, which means that there is a ban on almost all products.
Germany
Sales are prohibited in some states, but permitted in others.
Ireland
According to media reports, the country's health authority is considering a ban, or alternatively a regulation of, for example, flavoring.
Austria
Has proposed age and advertising regulations. According to media reports, the government is considering new regulations that would mean that white snus can only be sold in specialized tobacco shops.
Spain
