The explosion occurred on Monday evening.
"All circumstances are being clarified, including the possibility that it is a terrorist attack," President Volodymyr Zelenskyy wrote on X.
The attack follows a similar incident in Lviv in western Ukraine over the weekend, when a police officer was killed and 25 people were injured in what Ukrainian authorities described as a terrorist attack.
"It is not a coincidence," the police said in a statement about police officers being injured in two attacks in a short period of time.
On Monday night, at least four people were killed in Russian attacks on the Odesa and Zaporizhzhia regions.
