Péter Szijjártó is said to have regularly called his Russian counterpart during meeting breaks, the newspaper writes, citing several security sources.
In the talks, Szijjártó has provided Russia's Sergei Lavrov with "direct reports on what has been discussed," a source says. These talks have meant that Moscow has effectively "been at the table" at every EU meeting in recent years, according to the source.
"The news that Orbán's people are informing Moscow in every detail about meetings in the European Council should come as no surprise to anyone. We have long had our suspicions about it," writes Polish Prime Minister Donald Tusk on X, according to AP.
Szijjártó has made 16 official visits to Moscow since Russia began its invasion of Ukraine. In a comment on X, he dismisses the information as "fake news."
